According to leading real estate specialists house prices in Croatia have fallen by nearly 20% since the end of last year. At a conference held in Zagreb this week it was announced that the average price drop had been 11% but that in some regions that fall had been much more significant. A knock on effect has been the closing down of around 200 estate agencies over the last two years. There are currently around 300 companies registered to operate in the real estate business which is 40% less than two years ago. Experts went on to say that sought after locations have managed to hold their value although such locations are becoming rarer. In 2008, real-estate turnover, excluding newly-built property, amounted to €1.74 billion. The Croatian Chamber of Economy has published a catalogue to advise the public and to present to potential buyers all real-estate agencies.

it is quite evident that you do not know the english mindset, the attachments only prove to me that the british democracy is alive and well. far from the censorship that croatia imposes.
it is stories like you have linked that VB into reality.
however, the properties you have listed, at least, they new owners, know that they can develop the property with confidence and get a return on their investment.

its more than illogical its actually highway robbery!
As a seller I want to sell my house via a real eastate agency.
On the market there are 20 companies and they are all the same "mr fantastico RE Co."
They all tell me the same thing, that they have a HUGE client data base. Their marketing is better than anyone elses, They have a network of overseas buyers that will pay top dollar for Real Estate. I sign an agreement with them, and the fee is around 3 % Commission. For that I get a craapy ad in the local newspaper (rag) of about 6 lines. dont get, advertising, I don't get organised inpsections.
on the other side of the coin, I am a buyer
I look through the local rag, look at the property section, look on the internet, there are poor descriptions of the property, no real proper photo's, often photos are disorted with wide angle lenses, Never any floor plans, no address, and the infamous quote, "Price on Request".
I find a property that my suit my needs and contact the real estate agent....i am informed that i must come to the real estate agencey, then you make the effort to go to his offices...then you are put put under duress to sign a form committing to buy only from him and pay him 2% commission in the event of buying the property....2% for What???? If i was a buyer and I paid a RE agent 2% , what am i buying for this money??? for 2% has the Agent worked in MY interest to reduce the price of realestate by at lease 2%???? The Mind Boggles.
It absoutely makes no sense. The real estate agents in Dubrovnik havn't got a clue...In Zagreb there are some I have come across that do not charge the buyer, I think they know what they are doing.
"Real Market Value" is a misnomer based on just what people are willing to pay....Price is different to Value.
Property is made up of many variables or attributes. Such as Location and more importantly Infrastructure.
Ufortunately the Dubrovnik market has evolved on the principal of the foreign dollar. In these hard financial times, the English, The Irish, The Americans, The Russians are all licking there wounds in their own countries, the second home market is DEAD...And if they have a spare dollar they will be investing in their own markets. In the center of london at this present time, you can buy a 3 bedroom flat (cca 90m2) for under 300.000 GBP...If I had that much money, I know where i would be investing it in., it would be in London NOT Dubrovnik, where i know there is a market for it to be leased.
Also if you do have spare dollar and you are looking for a "second home" on the coast, you have so much choice now. There is so much destressed property in Spain, South of France, DUBAI, Portugal .... Croatia is not starting to look all that "HOT", especially with Montenegro, fast catching up ....
The market value also depends on the capacity of the market.
EG.
Average wage in Croatia is Nett 5.326 HRK = €730 monthly
Divide that wage into a real and understandable measure:
1. third for mortgage repayments for a flat or house (basic need shelter)
2. third for living expenses, bills, food etc
3. third for saving, kids, school, hobby, sport, fun, universtiy, car etc etc. what ever you want
with the aforementioned principals the average person in real terms can pay or apportion €243 per month for a mortgage.
with interest rates at approx 6% and an amortization period of 25 years., the average person can raise credit to €37.751.
Get the picture?
I feel this recession will correct the market. My opinion is that it will even deepen. People are still losing there jobs in England, Spain, Germany....
Dubrovnik really needs to wake up to itself. Its own citizens cannot even afford to buy shelter in there own place of birth!

It's obvious that you have experience of both buying and selling property here. Your maths seems correct and the points you make are all valid. Just to play the devil’s advocate Croatian law states that estate agencies can charge up to 6% and can split this between the buyer and seller if they wish.

I just don't like being ripped off, even 1% is too much of commission for what the RE agent does for a sale in Dubrovnik...
i have done virtually nothing here. I have bought a flat and that is it. but buying one flat has taught me many things!
the only bee i have in my bonnet is that fact that the price of real estate is way to high for what it is, ordinary local people cannot attain or afford to buy shelter. What the agents percieve as value is in my opinion ignorance, total self delusion and complete B+++S+++. In my opinion they are grossly irresponsible and absolutely non ethical. If sales are anything to go by, then they are going to be cold and hungry this winter...
IF you can help me, how can i get data on property sales??? It would be highly appreciated.

It depends on which data you're looking for. But for example I know that the Tax office has data on how much tax was paid (5%) on house sales. So from this data its relatively simple to work out how many houses were sold over a certain period. And I agree I have no idea how the majority of young couples afford property, but I've seen the same problem in other areas that are popular with foreigners, Majorca for example.

As for the real estate agents, may be they will drop their commission and not charge the Buyer with a Commission which is what i believe to be an unethical act.
The real value of real estate in Zagreb is around €1.500 / m2 Dubrovnik around €1.600 /m2

Yes, I've always thought it illogical to charge both the buyer and the seller. According to my sources the current situation in England is that the seller pays around 1 to 1,5% whilst the buyer pays nothing. Whilst in Spain again the buyer pays nothing but the seller pays around 5 to 6%. However the real value of prices is determined by the market, and whilst I agree that the prices are abnormal if someone is willing to pay more then surely that' s the "real value."
